Weekly Tip - Spring Brings Out the Wildlife


It's that time of year, Spring is in the air and wildlife are starting to become more active.  As temperatures begin to warm up, residents in the foothills will begin to see more and more wildlife activity.  It's normal to see deer, bears, bobcats, and even the occasional mountain lion in the residential areas of the northern part of Arcadia. 
The City of Arcadia’s proximity to the foothills increases the opportunity for various wildlife to wander into neighborhoods and onto private property. Bears are no strangers to the foothill neighborhoods and the likelihood of bears coming into yards, pools, and trashcans is increased during the warmer months.
Foothill residents should be alert for wildlife in their neighborhoods and take the following actions to reduce activity in their area:
- Secure trash cans in an enclosure if possible
- Harvest ripened fruit from trees
- DO NOT FEED the bears
Make sure to check your yards and closely monitor children to ensure they do not come into contact with bears or other wildlife that might cause them harm.

Weekly Tip - STOP at Blacked Out Signals!

What will you do when you come upon a blacked out or inoperative traffic signal?  California law is pretty straightforward for drivers coming upon inoperative signals at an intersection. STOP! If the signals are blacked out and not working, drivers must treat the intersection as a stop sign. CVC 21800(d)(1) is the section that governs inoperative signals. If there is a Police Officer directing traffic, you must proceed as directed. Otherwise, stop and proceed when safe to do so. Power outages, collision damage, storm-related problems, equipment failure, all can contribute to a blacked out signal. Always be alert, watch ahead, and drive smartly.

2017 Officer of the Year and Civilian of the Year


The Arcadia Police Department and the Arcadia Police Officers' Association (APOA) recently honored two of their own, awarding the Police Officer of the Year and Civilian Employee of the Year Awards.

Detective Charles "CJ" Clark is the 2017 Police Officer of the Year. CJ has been with APD since 2005 and during his Patrol assignments, he worked as a Motor Officer in the Traffic Bureau, a Field Training Officer, member of the APD SWAT Team, and a Firearms Training Instructor. Since 2015, CJ has worked in the Investigations Section as a Property Crimes Detective. During his tenure in Property Crimes, he was the only Investigator assigned to the desk, where he has made the best of a very busy assignment. In addition to working daily cases, CJ assists in managing the BAIT Program to primarily combat package theft. The US Postal Service recently recognized Detective Clark and APD for the continued success of our BAIT Program.

Our 2017 Civilian of the Year is Community Service Officer Jacqueline "Jackie" Logan. Jackie joined APD in 1994 as a CSO, assigned as a Jailer. Over the years, we have transitioned to staffing our jail with an independent civilian contract. Our CSO staff were reassigned to duties in Personnel & Training, Community Services, Court Services, and Investigations. Jackie has been working as APD's Court Officer for several years and is our direct liaison to the Los Angeles County Courts. In addition to her daily duties, Jackie has and continues to train Police Cadets on Court related duties and helping out with paperwork processing duties within the Detective Bureau. Jackie is a "class act" we all count on day-in and day-out, and is well deserving of this award.

Please join us in congratulating both Detective CJ Clark and Community Service Officer Jackie Logan as the Arcadia Police Department and Arcadia Police Officers' Association, Police Officer and Civilian Employee of the Year for 2017.

Weekly Tip - Don't Rely on the Luck o' the Irish

St. Patrick’s Day is one of the most popular holidays in the United States. With a plethora of Irish immigrants—and many, many more St. Paddy’s Day well-wishers, the holiday is heavily celebrated by most Americans with friendly pinches, bangers n’ mash, and green beer galore. Sadly, all this merry-making can lead to dangerous driving conditions as party-goers head home.

In 2016 alone, 60 people were killed in drunk-driving crashes over the St. Paddy’s Day holiday period (6 p.m. March 16 to 5:59 a.m. March 18) nationwide. The selfish act of drinking and driving can rip people from their friends and loved ones forever. For this reason, The Arcadia Police Department is working to spread the message about the dangers of drunk driving. Even one drink can be one too many. If you’re heading out for the Irish festivities, plan ahead and remember: Buzzed Driving Is Drunk Driving.

The Arcadia Police Department will deploy additional officers on special DUI Saturation Patrols specifically to stop and arrest drivers showing signs of alcohol or drug impairment during the hours of 6:00 PM and 2:00 AM.

Police, Sheriff, and the CHP will be looking for signs of alcohol and/or drug impairment. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes. 

In recent years, California has seen an increase in drug-impaired driving crashes.  The Arcadia Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Remember: It’s not just about you. There are other people on the roads who want to get where they are going safely. Don’t let alcohol and or drug impairment cause you to be a risk to yourself and others on the road. Impaired driving is an act of selfishness. Before you put your keys in the ignition, remind yourself: Buzzed Driving Is Drunk Driving. If you feel a buzz, you are in no shape to drive.”

The Arcadia Police Department recommends the following safe alternatives to drinking and driving:
  • ·         First: Always remember to plan ahead. If you plan to drink, plan for a sober driver to take you home. Is it your turn to be the designated driver? Take that role seriously—your friends are relying on you.
  • ·         There are many other ways to ensure a safe ride home besides relying on a friend.  The OTS DDVIP app is now available for free download on iOS and Android devices. The app offers enhanced features, allowing users to search all participating bars and restaurants throughout California. Additionally, the app users can easily order a sober ride from Uber, Lyft or Curb.
  • ·         Have a friend who is about to drink and drive? Take the keys away and make arrangements to get them home safely.
  • ·         Always remember to report drunk drivers - call 911.

Farewell to an Old Friend and Colleague

(1928 - 2018)

Nancy Bradley was a long-time Administrative Assistant to the Police Chief, or as many of us knew her, the "Chief's Secretary." Nancy was 89-years-old and passed away this last Sunday.

Nancy worked for four different Chiefs during her tenure here at APD from 1957 - 1995. She was the glue holding down the fort for Police Chiefs Orr, Seares, Mitchell, and Johnson. We all knew to get to the Chief, you had to go through Nancy...but, she always made it a pleasant experience! Our ID numbers have been issued sequentially. We are up to about ID #778 for our staff and Nancy held ID #58.


When notifying our folks about the passing of Nancy, Chief Guthrie wrote, "Nancy had a subtlety and kindness that was uniquely her own, and she was an absolute pleasure to work with." I don't think you will find any of us who would disagree.

Although she had no immediate family in the area, Nancy remained in Arcadia after retirement. She will be missed by not only her APD family but the community as well. Thank you for your service, Nancy!

Seeking Public Assistance - Witnesses to Lewd Act Against a Child


Incident: P.C. 288(a) – Lewd/Lascivious Acts with a Child Under 14 

On 09/08/17, officers from the Arcadia Police Department responded to the Westfield Shopping Center regarding the investigation of a lewd or lascivious act on a minor child. Joel Arturo Suria Gonzalez, a 43- year-old Los Angeles resident was arrested as a result of the investigation and charged with two Felony counts of P.C. 288(a) Lewd or Lascivious Acts on a Child Under 14.

Two unknown teenagers, one male & one female, witnessed the incident and spoke to mall security officers on the date of the incident. Investigators from the Arcadia Police Department and the District Attorney’s Office would like to speak to the teenagers who witnessed the incident.

Weekly Tip - Dog License & Leash Law Info for Arcadia

Dog Licenses
Licenses are required for all dogs over the age of four months, along with proof of rabies vaccination. If the dog is spayed, proof of sterilization is also required when obtaining the first license.
Licenses may be purchased on a yearly basis at the Cashier's Office at Arcadia City Hall located at 240 W. Huntington Drive or at the Pasadena Humane Society. 

The following are current City of Arcadia license fees:
  • $30 for non-spayed animals
  • $15 for spayed animals
  • $15 for senior citizens with non-spayed animals
  • $7.50 for senior citizens with spayed animals
License forms can be downloaded HERE.

Leash Law
When on public property, all dogs must be kept on a leash not exceeding six feet in length. In addition, when walking a dog on a public street or in a public park, you are responsible for the prompt and sanitary disposal of any feces left by the dog.
Animal control services in the City of Arcadia are provided by the Pasadena Humane Society. Additional services available to animals of Arcadia residents include affordable spay/neuter services, vaccination clinics, microchipping, pet adoption, dog daycare, dog boarding, dog behavior and training classes; and humane education classes.
